As Cromwell continues to expand its federal practice and strengthen its commitment to serving both federal and private clients, the firm is proud to announce the formation of its new Contract Management Department.
The department has been established to provide dedicated leadership for contract administration, improve coordination across project teams, strengthen client relationships, and support the successful delivery of projects from award through completion. As Cromwell’s portfolio continues to grow in both size and complexity, this strategic investment reinforces the firm’s commitment to exceptional service and operational excellence.
Leading the new department as Director of Contract Management is Daryl Davis, who returns to Cromwell after pursuing another professional opportunity in early 2025.
A retired Command Master Chief in the United States Navy, Daryl brings decades of military leadership and operational experience to the role. His guidance on numerous Installation Management Command (IMCOM) projects while serving on active duty provides invaluable insight into the unique challenges facing military installations and the service members who rely on them every day. His firsthand understanding of mission requirements allows Cromwell to deliver facilities that not only meet technical requirements but also support readiness and improve quality of life across military communities.
“We’re excited to welcome Daryl back to the Cromwell team,” said Todd Kuhn, President. “As our practice has continued to grow, we recognized the opportunity to establish a dedicated Contract Management Department to better serve our clients and support our project teams. Daryl’s leadership experience, operational knowledge, and understanding of contracting make him the ideal person to lead this initiative.”
Supporting Daryl in the department is Mindy Burton, who transitions from Director of Specifications to Assistant Director of Contract Management.
Since joining Cromwell in 2007, Mindy has become one of the firm’s most respected technical leaders. After beginning her career in the Interior Design Department, she discovered a passion for construction specifications and ultimately led the firm’s specifications program as Director of Specifications. Over the past 18 years, she has developed extensive expertise in project manuals, construction specifications, quality control, and client design standards across a wide range of markets.
A graduate of the University of Arkansas at Monticello with a Bachelor of Business Administration in Management and the University of Central Arkansas with a Bachelor of Science in Interior Design, Mindy is licensed through the Arkansas State Board of Architects, Landscape Architects, and Interior Designers. She also holds National Council for Interior Design Qualification (NCIDQ) certification and is a Construction Documents Technologist (CDT). An active member of the Construction Specifications Institute, Mindy’s technical expertise and collaborative leadership have made her an invaluable resource for project teams throughout the firm.
“Mindy has built an exceptional specifications program while earning the confidence of our operational and studio teams,” Kuhn said. “Her understanding of project delivery, documentation, and quality management makes her uniquely qualified for this role. Her transition into contract management is a natural evolution that will benefit both our teams and our clients.”
With Mindy’s transition, Carrie Gray has been promoted to Director of Specifications.
Carrie has more than 25 years of experience in the design industry and has been a member of Cromwell’s Specifications Department for the past six years. During that time, she has worked closely with architects, engineers, and interior designers to develop and coordinate project specifications, ensuring construction documents meet the firm’s high standards for quality and consistency.
A graduate of the University of Central Arkansas with a Bachelor of Science in Family and Consumer Sciences, Carrie is NCIDQ certified and is widely respected for her technical knowledge, attention to detail, and ability to manage complex projects under demanding schedules. She has also been a passionate advocate for accessibility throughout her career, with a longstanding commitment to removing barriers and creating environments that are welcoming and usable for people of all abilities.
“Carrie’s promotion reflects the experience, professionalism, and dedication she has demonstrated throughout her career,” Kuhn said. “She has been an integral part of our specifications team, and I have every confidence she will continue the high level of technical excellence and collaboration that has become synonymous with Cromwell.”
The creation of the Contract Management Department reflects Cromwell’s continued investment in its people and its commitment to delivering outstanding service to our clients. By combining Daryl’s operational leadership, Mindy’s technical expertise, and Carrie’s continued stewardship of the Specifications Department, the firm is strengthening the systems and leadership that support successful project delivery across every stage of the design process.
